Could ‘Zapad’ be a Trojan horse?

With Russia’s Zapad 2017 military exercise kicking off in Belarus, CNN runs a piece noting that the large scale military drills could be a Trojan horse, since Moscow in 2008 and 2014 used the cover of exercises to launch invasions of Georgia and Crimea. Additionally, there is concern that Russia will leave behind troops and/or military equipment in Belarus near its borders with NATO states. In order to deter Putin, a stronger and more permanent NATO presence is needed in Eastern Europe, the CNN piece states.
