Is Germany souring on Russia’s Nord Stream?

A Foreign Policy piece notes Merkel changed her tune Tuesday on Russia’s planned Nord Stream 2 pipeline. At a press conference with Ukrainian President Poroshenko, Merkel said there must be clarity on Ukraine’s future role as a transit country for Russian gas. Likewise, Merkel referenced the “political considerations” of Nord Stream 2, whereas she previously stressed that it was purely a business project. The Foreign Policy pieces suggests that it is too soon to conclude Berlin is shifting its policy on Nord Stream 2, as all of the German permits for the pipeline are already in place and Merkel might just be trying to address Eastern Europe’s outrage over the project.
