Italy referendum could have surprising consequences

An EU Observer piece previews the constitutional referendum that will take place in Italy on Sunday. PM Matteo Renzi has vowed to resign if voters do not approve of changes that will shift powers from the upper chamber of parliament and regional administrations to the national government. The referendum could help vault Italy’s Five Star Movement (M5S) to power. M5S is pro-Russia and is calling for a referendum on Italy’s eurozone membership.
